Concedent
Concessionaire - the Russian Federation, acting on its behalf is the Government of the Russian Federation, or a federal executive authority authorized by it, or an organ of public authority of a federal territory, or a subject of the Russian Federation, acting on its behalf is the state authority body of the subject of the Russian Federation, or a municipal formation, acting on its behalf is the local self-government body. Certain rights and obligations of the concessionaire may be exercised by bodies authorized by the concessionaire in accordance with federal laws, other normative legal acts of the Russian Federation, legislation of subjects of the Russian Federation, normative legal acts of public authorities of a federal territory, normative legal acts of local self-government bodies by organs and legal entities, and the concessionaire must inform the concessioner about such bodies, persons and rights and obligations exercised by them. The rights of the concessionaire may also be exercised by a state company established by the Russian Federation in accordance with the Federal Law "On the State Company 'Russian Roads' and on Amending Certain Legislative Acts of the Russian Federation", state corporations established by the Russian Federation in accordance with the Federal Law of December 1, 2007 No. 317-FZ "On the State Corporation for Atomic Energy 'Rosatom'" and the Federal Law of July 13, 2015 No. 215-FZ "On the State Corporation for Space Activities 'Roscosmos'1.
