Parties to the concession agreement
1. The parties to the concession agreement are:
1) concessionaire - the Russian Federation, represented by the Government of the Russian Federation or a federal executive authority authorized thereby, or a subject of the Russian Federation, represented by the state authority of the subject of the Russian Federation, or a municipal formation, represented by the local self-government body. Certain rights and obligations of the concessionaire may be exercised by bodies and legal entities authorized by the concessionaire in accordance with federal laws, other normative legal acts of the Russian Federation, legislation of subjects of the Russian Federation, and normative legal acts of local self-government bodies, and the concessionaire must inform the concessioner about such bodies, persons and rights and obligations exercised by them. The rights of the concessionaire may also be exercised by a state company established by the Russian Federation in accordance with the Federal Law "On the State Company 'Russian Roads' and on Amending Certain Legislative Acts of the Russian Federation";

2) concessionaire - an individual entrepreneur, a Russian or foreign legal entity, or entities acting without the formation of a legal entity under a partnership agreement (agreement on joint activities) by two or more of the aforementioned legal entities
