Orphaned children and children left without parental care
Orphaned children and children left without parental care are not eligible for the competition, provided that they successfully pass entrance examinations at state and municipal higher educational institutions: orphaned children and children left without parental care, as well as persons under 23 years of age who are orphans or children left without parental care (ceased to be in force from 2007-12-01)1.
