Circumstances not dependent on a natural person

Circumstances not dependent on a physical person — circumstances not dependent on a physical person are considered to be extraordinary and unavoidable circumstances that are outside the control of the affected physical person, which could not have been expected or avoided under the given conditions, or which could not have been overcome, thereby excluding the possibility of compliance with restrictions and prohibitions, requirements for prevention or resolution of conflicts of interest, and performance of obligations established by this Federal Law and other federal laws in order to combat corruption. These circumstances include, in particular, natural disasters (including earthquakes, floods, hurricanes), fires, mass diseases (epidemics), strikes, military actions, terrorist acts, restrictive or limiting measures taken by state bodies (including state bodies of foreign states) and local self-government bodies. Not dependent on the individual circumstances cannot be recognized as regularly recurring and predictable events and phenomena, as well as circumstances, the occurrence of which depended on the will or actions of a natural person referring to the existence of these circumstances1.
