Long-term parameters of state regulation of prices (tariffs) refer to the level of reliability of heat supply corresponding to long-term investment programs of organizations engaged in regulated activities in the field of heat supply, dynamics of changes in costs associated with the supply of relevant goods and services, the size of invested capital, the rate of return, the terms of return on invested capital, energy efficiency indicators, implementation of energy saving and energy efficiency improvement programs developed in accordance with legislation on energy saving and improving energy efficiency, and other long-term parameters of such regulation1.
