Mandatory rotation refers to the assignment of personnel from the central apparatus of the Ministry of Foreign Affairs of the Russian Federation or its territorial bodies to overseas institutions of the Ministry of Foreign Affairs of the Russian Federation, taking into account their qualifications, professional training and specialization1.
