Conversion product — "conversion product" means usable plutonium prior to its irradiation in a reactor, a) mixed or not mixed with added material; and b) received at the input of the fuel fabrication facility; and c) not having properties considered by the Russian Federation as its state secret or by the United States of America as their classified information."1.
