Third Group of Territories for Civil Defense

8. The third group of territories in terms of civil defense includes the territory of a city if:

the population size is between 250,000 and 500,000 people;

the population size is between 50,000 and 250,000 people and there is one organization of special importance for civil defense or more than two organizations of the first (second) category in terms of civil defense located on it;

less than 30 percent of the population or territory falls within a zone of potential hazardous chemical contamination, radiation pollution, or catastrophic flooding.

The third group of territories in terms of civil defense also includes the territories of closed administrative-territorial formations
