Temporary Residents
The tenant and citizens living with him permanently, upon mutual agreement and after prior notification to the landlord, are entitled to allow temporary residents (users) to reside in the dwelling free of charge. The landlord may prohibit the residence of temporary residents if the requirements of legislation regarding the standard area of a residential premises per person are not met. The duration of stay of temporary residents cannot exceed six months.

Temporary residents do not have independent rights to use the residential premises. The tenant is responsible for their actions towards the landlord.

1. The tenant of a residential premises under a social rental agreement, and the members of his family living with him, by mutual consent and upon prior notification to the landlord, have the right to allow other citizens to reside in the residential premises occupied by them under the social rental agreement as temporary residents (temporary occupants). The landlord has the right to prohibit the residence of temporary occupants if, after their move-in, the total area of the corresponding residential premises per person will be less than the normative standard for a separate apartment, and less than the provision standard for a communal apartment.
2. The duration of temporary occupants' stay may not exceed six months consecutively
