7) owners of motor roads - executive bodies of state authority, local administration (executive-dispositional body of a municipal formation), physical or legal entities owning motor roads on the basis of property rights in accordance with the legislation of the Russian Federation. In cases and in the order provided for by federal law, the powers of the owner of motor roads may be exercised by the State Corporation "Russian Roads" with respect to motor roads entrusted to it under a mandate;
