Administration
1) "Administration" means the government of the state on behalf of which the ship is operated. With respect to a ship entitled to fly the flag of any state, the Administration is the government of that state. With respect to fixed or floating platforms engaged in the exploration and exploitation of the surface and subsoil of the continental shelf over which the coastal state exercises sovereign rights for the purpose of exploring and exploiting its natural resources, the Administration is the government of the relevant coastal state.
