Price manipulation on the wholesale electricity market
manipulation of prices on the wholesale electricity market (capacity) - carrying out economically or technically unjustified actions, including by using a dominant position on the wholesale market, which lead to significant changes in the price(s) of electricity and (or) capacity on the wholesale market, through:

submitting unreasonably high or low price bids for the purchase or sale of electricity and (or) capacity. A bid may be considered high if its price exceeds the price that has formed on a comparable commodity market, or the price established on this commodity market previously (for analogous hours of the previous day, for analogous hours of the previous week, for analogous hours of the previous month, previous quarter);

submitting a price bid for the sale of electricity specifying a volume that does not correspond to the volume of electricity generated using the maximum value of generating capacity of the participant's generating equipment, determined by the system operator in accordance with the rules of the wholesale market established by the Government of the Russian Federation;

submitting a price bid that does not meet the requirements for economic justification established by federal executive authorities authorized by the Government of the Russian Federation;
