Price manipulation on the wholesale electricity market (capacity)
Manipulation of prices on the wholesale market for electric energy (capacity) - committing economically or technically unjustified actions, including the use of one's dominant position on the wholesale market, which lead to a significant change in prices (price) for electric energy and (or) capacity on the wholesale market, through:
submitting unsubstantiated excessively high or low price offers for purchase or sale of electric energy and (or) capacity. An excessively high offer may be considered an offer whose price exceeds the price that has formed on a comparable commodity market, or the price established on this commodity market previously (for corresponding hours of the previous day, for corresponding hours of the previous week, for corresponding hours of the previous month, previous quarter);
submission of a price bid for the sale of electricity specifying a volume that does not correspond to the volume of electricity generated using the maximum value of generating capacity of the participant's generating equipment, determined by the system operator in accordance with the rules of the wholesale market established by the Government of the Russian Federation;
submission of a price bid that does not meet the established economic requirements justification, determined by federal executive bodies authorized by the Government of the Russian Federation;
manipulation of prices on the retail electricity market (capacity) - performance of economically or technically unjustified actions by an economic entity holding a dominant position on the retail market, which lead to significant changes in unregulated prices (price) for electricity and (or) capacity.
