Two-Currency Basket
In order to implement the provisions of Section IV.1 "Key Directions of Unified State Monetary and Credit Policy for 2005" the Central Bank of Russia, starting from February 1, 2005, began using the exchange rate policy based on a basket of currencies consisting of 0.1 euro and 0.9 US dollars as an operational reference. The transition to using a bivariate operational reference is aimed at reducing intraday volatility of the ruble against significant foreign currencies for the Russian Federation. At the same time, the formation of the ruble/US dollar exchange rate during the day will have a more free character - restrictions on intraday fluctuations in the US dollar to ruble exchange rate (for transactions on the Moscow Exchange with settlement dates on the next working day after conclusion) will be carried out by the Central Bank of Russia based on the boundaries of fluctuations in the value of the bivariate currency basket.
