28) electoral rights of citizens - the constitutional right of citizens of the Russian Federation to elect and be elected to state authorities and local self-government bodies, as well as the right to participate in the nomination of candidates, candidate lists, pre-election campaigning, monitoring the conduct of elections, work of election commissions, including determining the results of voting and establishing the outcomes of elections, and other electoral actions in accordance with the Constitution of the Russian Federation, this Federal Law, other federal laws, constitutions (charter), and laws of the subjects of the Russian Federation;
