7) the party accepting a foreign citizen or stateless person in the Russian Federation (hereinafter - the accepting party), is a citizen of the Russian Federation, a foreign citizen or a stateless person permanently residing in the Russian Federation, a legal entity, a branch or representative office of a legal entity, a federal executive authority, an executive authority of a subject of the Russian Federation, a local self-government body, a diplomatic mission or a consular institution of a foreign state in the Russian Federation, an international organization or its representation in the Russian Federation or the representation of a foreign state at an international organization located in the Russian Federation, with whom a foreign citizen or a stateless person actually resides or carries out labor activity (is present). As the receiving party with respect to members of their family defined in accordance with paragraph 9 of this section, may also act a foreign citizen or a stateless person who belong to highly qualified specialists in accordance with paragraph 8 of this section and own a residential premises on the territory of the Russian Federation;
