Environmental information is a key element of the environmental protection system, ensuring transparency and efficiency in environmental conservation activities. Access to such information is guaranteed by legislation, and the responsibility for its accuracy, timeliness, and protection is assigned to the relevant government agencies.
The main requirements for environmental information include its accuracy. Reliable information should reflect the actual state of the environment, contain no distortions, and be provided by authorized bodies or persons having the appropriate authority. This enables the making of well-founded management decisions, adjustment of environmental protection measures, and prevention of negative consequences of economic activities.
No less important a requirement is the completeness of environmental information. Complete information includes all necessary data on the state of components of the natural environment, objects of land use, emissions, discharges, and violations of standards. Such an amount of data allows experts, government authorities, and the public to assess risks and take measures to ensure environmental safety and sustainable development.
The timeliness of environmental information also plays a critical role. It should be provided to interested parties and organizations within a short period after a request or a fixed event, ensuring prompt response to environmental threats and preventing damage. Delays in the transmission of information reduce the effectiveness of monitoring and control.
Additional requirements include usability, accessibility, verifiability, and the presence of necessary Forms. The information should be clear and structured so that specialists and the general public can effectively apply it. Adhering to these criteria allows for the creation of a reliable system of environmental information, contributing to the preservation of natural resources and protection of public health.
Information contained in state information systems, as well as other data and documents available to state authorities, are considered state information resources. Information contained in state information systems is official. State authorities, determined in accordance with the regulatory legal act governing the operation of the state information system, are obliged to ensure the accuracy and currency of the information contained in this information system, access to this information in cases and in the manner provided for by legislation, as well as protection of this information from unauthorized access, destruction, modification, blocking, copying, disclosure, distribution and other unlawful actions (paragraph 9 of article 14 of the Law on Information).
The list of requirements imposed on environmental information is also presented in scientific in literature. For example, M.M. Brinchuk considers reliability, completeness, and timeliness among the requirements imposed on environmental information. Reliable information is that which is not distorted (deliberately or due to negligence) and refers to environmentally significant data that authorized state bodies responsible for the use and protection of the environment, as well as other legal entities within their competence, possess or should possess. Complete information can be considered as that which is transmitted to interested parties in the extent to which a state body, local government authority, or legal entity may or should have it, public body and the relevant officials in virtue of their competence and powers granted to them. Timely is information transmitted to the person requesting it within as short a period as possible from the moment of the request, but not exceeding the term established by legislation, if such a term is established1. O.L. Dubovik, on the other hand, supplements the above list with such requirements as: suitability or readiness for use; presence of the necessary form; availability; verifiability2.
