General Provisions
According to Article 66 of the Land Code of the Russian Federation, market value of a land plot is established in accordance with the federal law on appraisal activities.
For determining the cadastral value of land plots, state cadastral valuation of lands is conducted, except in cases specified in paragraph 3 of this article. State cadastral valuation of lands is conducted in accordance with the legislation of the Russian Federation on appraisal activities.
Executive bodies of the subjects of the Russian Federation establish the average cadastral value by municipal district (city district). In cases where the market value of a land plot is determined, the cadastral value of this land plot is set equal to its market value.
