Provisions
23) provisions - goods:
necessary for the normal operation and maintenance of sea (river) vessels, inland waterway vessels, river-sea vessels, hydrofoil vessels, air-cushion vessels and small vessels, including self-propelled and non-self-propelled lighters and barges (hereinafter - watercraft), aircraft and trains in transit or at intermediate stops or layovers, excluding spare parts and equipment;

intended for consumption by passengers and crew members on board watercraft, aircraft or by passengers and train crew members in trains, regardless of whether these provisions are sold or not;
intended for sale to passengers and crew members of watercraft and aircraft without the intention of consuming these provisions on board these vessels;

2. Stores - goods located on ships, aircraft and trains upon their arrival to the customs territory of the Russian Federation or being moved (loaded) onto ships, aircraft and trains while they are located on the customs territory of the Russian Federation:
necessary for the normal operation and maintenance of ships, aircraft and trains during travel or at intermediate stops or halts, including fuel and lubricants, except spare parts and equipment;
intended for consumption by passengers and crew members (train crew workers) on ships, aircraft and trains regardless of whether they are sold or not;
intended for the sale to passengers and crew members of maritime and air vessels departing from the customs territory of the Russian Federation, without the intention of their consumption on these vessels
