3) procurement of goods, works, services for state or municipal needs (hereinafter referred to as procurement) - a set of actions carried out by the contracting authority in accordance with the procedures established by this Federal Law and aimed at meeting state or municipal needs. Procurement begins with the selection of a supplier (contractor, service provider) and ends with the fulfillment of obligations by the parties to the contract. In cases where this Federal Law does not provide for the publication of a notice regarding the procurement or the issuance of an invitation to participate in the selection of a supplier (contractor, service provider), the procurement begins with the conclusion of the contract and ends with the performance of obligations by the parties to the contract;
