1) vehicle owner - a person who owns the vehicle by right of ownership or on another legal basis;

vehicle owner - the owner of the vehicle, as well as a person who owns the vehicle by right of economic management or by right of operational control, or on another legal basis (such as lease rights, a power of attorney to operate the vehicle, an order from the relevant authority to transfer the vehicle to this person, etc.). A person who operates the vehicle in performance of their official or employment duties, including under a labor or civil contract with the owner or another owner of the vehicle, is not considered the owner of the vehicle;
