Construction Permit
1. A construction permit is a document confirming that the project documentation meets the requirements of the land use plan or the territory planning and cadastral survey project (in the case of construction or reconstruction of linear objects) and granting the developer the right to carry out construction or reconstruction of capital construction objects, except for cases provided for by this Code

building permit - a basis for implementing an architectural project, issued to the client (developer) by local self-government bodies of city districts, urban and rural settlements, as well as executive authorities of subjects of the Russian Federation - cities of federal significance Moscow and Saint Petersburg, in order to control compliance with urban planning standards, requirements of approved urban planning documentation, as well as for the purpose of preventing harm to the environment
