Legal Methods of Ensuring Information Security of the Russian Federation
To the legal methods of ensuring information security of the Russian Federation belong the development of regulatory legal acts governing relations in the information sphere, and normative methodological documents on issues of ensuring information security of the Russian Federation. The most important directions of this activity are:
amending and supplementing the legislation of the Russian Federation regulating relations in the field of information security, with a view to creating and improving the system of information security保障 of the Russian Federation, eliminating internal contradictions in federal legislation, contradictions related to international agreements to which the Russian Federation has acceded, and contradictions between federal legislative acts and legislative acts of the subjects of the Russian Federation, as well as for the purpose of specifying legal norms establishing liability for violations in the field of information security of the Russian Federation;
legislative delimitation of powers in the field of ensuring information security of the Russian Federation between federal government bodies and government bodies of the subjects of the Russian Federation, determination of objectives, tasks and mechanisms for participation in this activity by public organizations, organizations and citizens;
development and adoption of normative legal acts of the Russian Federation establishing liability of legal and physical persons for unauthorized access to information, its unlawful copying, distortion and illegal use, intentional dissemination of false information, unlawful disclosure of confidential information, use in criminal and profit-making purposes of official information or information containing trade secrets;
clarification of the status of foreign information agencies, mass media and journalists, as well as investors when attracting foreign investments for the development of Russia's information infrastructure;
legislative consolidation of the priority development of national telecommunications networks and domestic production of communication satellites;
definition of the status of organizations providing services of global information and telecommunication networks within the territory of the Russian Federation, and legal regulation of the activities of these organizations;
creation of a legal basis for forming regional structures for ensuring information security in the Russian Federation
