Grounds for the Initiation of a Case on an Administrative Offense
1. Grounds for initiating an administrative offense case are:
1) direct detection by officials authorized to prepare protocols on administrative offenses of sufficient information indicating the occurrence of an administrative offense;
2) materials received from law enforcement agencies, as well as other state bodies, local self-government bodies, and public organizations containing information indicating the occurrence of an administrative offense;
3) reports and statements by individuals and legal entities, as well as reports in mass media containing information indicating the occurrence of an administrative offense (excluding administrative offenses provided for in paragraph 2 of article 5.27, articles 14.12, 14.13 of this Code);
4) fixation of an administrative offense in the field of road traffic or an administrative offense in the field of land improvement, provided for by the law of a subject of the Russian Federation, committed using a vehicle or by the owner or another possessor of a land plot or other real estate object, working in automatic mode with special technical means having functions of photography, cinematography, videorecording, or with means of photography, cinematography, videorecording;

5) confirmation of the information contained in a message or statement by the owner (possessor) of a vehicle that, in cases provided for in paragraph 4 of this part, the vehicle was in possession or use of another person
