First group of territories for civil protection
6. The first group of territories in terms of civil defense includes the territory of a city if:
the population exceeds 1,000,000 people;
the population is between 500,000 and 1,000,000 people and there are at least three organizations of special importance for civil defense or more than 50 organizations of the first (second) category in terms of civil defense located on it;
more than 50 percent of the population or territory of the city falls within a zone of potential hazardous chemical contamination, radiation pollution, or catastrophic flooding
