Circumstances Mitigating Administrative Liability
1. Mitigating circumstances of administrative liability are considered to be:
1) repentance of the person who committed an administrative offense;
2) voluntary cessation of unlawful behavior by a person who committed an administrative offense;
3) voluntary notification by a person who committed an administrative offense to the authorized body responsible for conducting proceedings on the administrative offense, about the commission of the administrative offense;
4) provision by a person who committed an administrative offense of assistance to the authorized body responsible for conducting proceedings on the administrative offense in establishing the circumstances that need to be established in the case of the administrative offense;
5) prevention by a person who committed an administrative offense of harmful consequences of the administrative offense;
6) voluntary compensation by the person who committed an administrative offense for the damage caused or voluntary elimination of the harm caused;
7) voluntary performance, prior to the issuance of a decision on the administrative offense, by the person who committed the administrative offense, of an order to eliminate the violation issued to him by the body carrying out state control (supervision);
8) commission of an administrative offense in a state of strong emotional agitation (affect) or under the circumstances of serious personal or family difficulties;
9) commission of an administrative offense by a minor;
10) commission of an administrative offense by a pregnant woman or a woman with a child under the age of three.

2. The judge, authority, or official considering the case of an administrative offense may recognize mitigating circumstances not specified in this Code or in the laws of the subjects of the Russian Federation on administrative offenses.
3. This Code may provide for other circumstances that mitigate administrative liability for committing certain administrative offenses, as well as particularities of taking into account mitigating circumstances when imposing an administrative penalty for committing certain administrative offenses.
