Emergency pollution of the surrounding natural environment - sudden unintentional pollution of the surrounding natural environment caused by an accident or disaster occurring at a facility, organization, institution, or other extraordinary events as a result of direct or indirect impact on the surrounding natural environment and consisting in emissions into the atmosphere or discharges of harmful substances into water, or in the dispersal of solid, liquid or gaseous pollutants on a land surface area, within subsoil, or in the formation of odors, noise, vibration, radiation, or electromagnetic, thermal, light or other physical, chemical, biological harmful effects exceeding the permissible level for this territory and time
