social contract - an agreement between a citizen and an authorized executive authority body of a subject of the Russian Federation, according to which the authorized body is obliged to provide the citizen with state social assistance, and the citizen is obliged to carry out activities provided for by the social adaptation program;

A social contract is an agreement on mutual obligations between a low-income citizen and the social protection authority of a subject of the Russian Federation, providing him or his family with state social assistance in the form of cash payments, social services, or in-kind assistance.
