Residents in Foreign Exchange Legislation
6) residents:
a) physical persons who are citizens of the Russian Federation, except for citizens of the Russian Federation who have been continuously residing in a foreign country for at least one year, including those who have been issued a residence permit by an authorized state body of the relevant foreign country, or who have been temporarily staying in a foreign country for at least one year on the basis of a work visa or student visa valid for not less than one year, or on the basis of a combination of such visas with a total duration of validity of not less than one year;

b) foreign citizens and stateless persons who are continuously residing in the Russian Federation on the basis of a residence permit provided for by the legislation of the Russian Federation;
c) legal entities established in accordance with the legislation of the Russian Federation;
c) branches, representations, and other subdivisions of the residents specified in subpoint "b" of this paragraph located outside the territory of the Russian Federation;
d) diplomatic missions, consular offices of the Russian Federation and other official representations of the Russian Federation located outside the territory of the Russian Federation, as well as permanent representations of the Russian Federation at intergovernmental or inter-state organizations;
e) the Russian Federation, subjects of the Russian Federation, municipal formations which participate in relations regulated by this Federal Law and other federal laws and other normative legal acts adopted in accordance with it;
