Federal Agency


(a) is a federal executive body performing, within its established field of activity, functions related to the provision of state services, management of state property, and law enforcement functions, except for functions relating to supervision and control. A federal agency is headed by its director (manager). A federal agency may have the status of a collegial body;

(b) within its competence, issues individual legal acts based on and in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, orders and instructions of the President of the Russian Federation, the Prime Minister of the Russian Federation, and the federal ministry responsible for coordinating and overseeing the activities of the federal agency. A federal agency may be subordinate to the President of the Russian Federation;

(c) has lost its force - Presidential Decree of Russia dated 20.05.2004 No. 649;

g) are not entitled to perform normative legal regulation in the established field of activities and functions of control and supervision, except in cases established by the President of the Russian Federation decrees or government resolutions of the Russian Federation
