Fisherman
e) "fisher" means any person employed or working in any position, or performing work on board any fishing vessel, including persons working on board a vessel and paid on a share-of-the-catch basis, but excluding pilots, military naval personnel, other persons serving in permanent state employment, shore-based personnel performing work on board a fishing vessel, as well as fisheries observers;
