Closed Administrative-Territorial Unit
1. A closed administrative-territorial formation shall be deemed a territorial unit with local self-government bodies, within which industrial enterprises engaged in the development, production, storage, and disposal of weapons of mass destruction, processing of radioactive and other materials, military and other facilities (hereinafter - enterprises and/or facilities) are located, for which a special regime of safe operation and protection of state secrets is established, including special living conditions for citizens. 1. A closed administrative-territorial unit is an administrative-territorial formation having organs of local self-government, established in accordance with paragraph 2 of this Law, with a view to ensuring safe operation of organizations located on its territory engaged in development, production, storage and disposal of weapons of mass destruction, processing of radioactive and other technogenic materials posing heightened risk, as well as military and other facilities (hereinafter - organizations and/or facilities), for which the purposes of ensuring national defense and security are pursued. The state establishes a special regime for safe operation and protection of state secrets, including special living conditions for citizens. 1.
