The Right to Disclosure of a Database

The right to make a database public — that is, the right to perform an action which first makes the database available to general knowledge by publishing it, bringing it to the attention of the public, broadcasting it via air or cable, or in any other manner. Publication (issuing for public circulation) refers to the release into circulation of copies of the database with the consent of the manufacturer in a quantity sufficient to meet reasonable public needs1.
