b) creditor's liability refers to the debt owed to suppliers and contractors for supplied material goods and completed works and services, including penalty sanctions. Within the scope of creditor's liability, the following are distinguished:

liability of housing and utilities organizations to other housing and utilities organizations for energy resources and services;

liability for energy resources (electricity, thermal energy, gas, fuel oil, coal) to subjects of natural monopolies (subsidiary companies of RAO "EES Russia", JSC "Gazprom" and others);

liability to other organizations - suppliers and contractors;

liability to budgets at all levels for taxes and fees, as well as accrued penalties and fines;

liabilities related to payments to state extrabudgetary funds: the Russian Federation Pension Fund, the Russian Federation Social Insurance Fund, the Russian Federation Employment Fund, the Russian Federation Compulsory Medical Insurance Fund, environmental, road funds
