State or municipal energy service agreement (contract)
A state or municipal energy service agreement (contract) - in which the price is determined as a percentage of the cost of saved energy resources, for a period exceeding the term of approved budget obligation limits. Expenses for payment of such agreements (contracts) are planned and incurred as part of expenses for payment of the corresponding energy resources (services for their delivery)1.
