Citizens of the Russian Federation possess key environmental rights aimed at protecting the environment and ensuring ecological safety. According to the Federal Law "On Environmental Protection," every person has the right to a favorable environment, reliable information about its condition, as well as protection from negative impacts of economic activities and emergency situations. These rights create a legal basis for the active participation of the population in preserving nature.
The law guarantees citizens the right to establish public associations, funds, and other non-commercial organizations engaged in environmental protection. In addition, they may submit appeals to authorities and receive timely and complete information on the state of the environment in their places of residence. This contributes to enhancing the transparency of environmental policy and the formation of public oversight over the use of natural resources.
Citizens have the right to participate in meetings, rallies, demonstrations, processions, and picketing on issues of environmental protection, as well as to take part in public environmental expertises. The law also allows them to submit proposals and complaints, appeal to court for compensation for environmental damage, and actively influence decisions related to environmental protection activities. These measures strengthen civil oversight and promote responsible attitude towards the environment.
No less important are the duties of citizens aimed at preserving natural resources and fostering environmental awareness. These include stewardship of nature, compliance with environmental protection legislation, and the rational use of natural wealth. Fulfilling these obligations enables the preservation of ecological balance and safeguards the rights of future generations.
Thus, environmental rights and obligations of citizens form a system of active public participation in nature conservation. Legislation provides opportunities for protecting the environment, monitoring the activities of economic entities, and restoring ecological balance, making each person a participant in sustainable natural resource use and environmental safety.
According to Article 11 of the Federal Law «On Environmental Protection», every citizen has the right to a favorable environment, to its protection from negative impacts caused by economic and other activities, natural and technological emergencies, to reliable information on the state of the environment, and to compensation for damage to the environment.
The article also stipulates that citizens have the right: 1) to establish public associations, funds, and other non-commercial organizations engaged in activities related to environmental protection; 2) to submit requests to federal state authorities, state authorities of the subjects of the Russian Federation, local self-government bodies, other organizations, and officials regarding obtaining timely, complete, and accurate information on the condition of the environment in their places of residence, as well as measures for its protection; 3) to participate in meetings, rallies, demonstrations, processions, picketing, and collection signatures under petitions, referendums on environmental protection issues, and other actions not conflicting with the legislation of the Russian Federation; 4) submit proposals for conducting public environmental expertise and participate in its implementation in accordance with established procedures; 5) provide assistance to state authorities of the Russian Federation, state authorities of subjects of the Russian Federation, and local self-government bodies in addressing issues related to environmental protection; 6) address state authorities of the Russian Federation, state authorities of subjects of the Russian Federation, and local self-government bodies and other organizations with complaints, statements, and proposals regarding issues related to environmental protection, negative impact on the environment, and receive timely and reasoned responses; 7) file lawsuits in court for compensation of damage to the environment; 8) exercise other rights provided by legislation.
Citizens are obliged: 1) to preserve nature and the environment; 2) to treat nature and natural resources with care; 3) to comply with other requirements of legislation.
