General Provisions
According to Article 24 of the Land Code of the Russian Federation, free use may be granted for land plots:
-
located in state or municipal ownership, on the conditions and in the manner established by Article 39.10 of the Land Code of the Russian Federation, including as a service plot;
-
located in the ownership of citizens or legal entities, to other citizens or legal entities on the basis of a contract, including as a service plot.
Contract for gratuitous use of a land plot is concluded in accordance with the Civil Code of the Russian Federation and the Land Code of the Russian Federation.
Service plots are provided for free use to employees of organizations in certain sectors of the economy, including transport organizations, forestry, forest industry organizations, organizations engaged in ["activity"](https://enc/32150/ "Definition of the term 'activity' in the legal encyclopedia) in the field of hunting management, federal state budgetary institutions managing state natural reserves and national parks.
Categories of workers of organizations in such industries entitled to receive service land plots, and conditions for their provision, are established by Russian Federation legislation and legislation of the subjects of the Russian Federation.
Service land plots are provided to workers of such organizations during time of establishment of labor relations based on applications of workers by decision of relevant organizations from among land plots belonging to them.
The rights and obligations of persons using service plots are determined in accordance with the provisions of paragraph 1 of Article 41 and paragraphs 2-4, 7-9 of Article 42 of the Land Code of the Russian Federation.
