Fee-Based Employment Bureau
For the purposes of this Convention, the term "paid employment agency" means:
a) an employment agency with commercial objectives, i.e. any person, company, institution, agency or other organization acting as an intermediary for placing workers in employment or providing labour to employers in order to derive direct or indirect material benefit from such worker or employer; this definition does not apply to newspapers or other publications, except those whose sole or primary purpose is to act as an intermediary between employers and workers;
b) non-commercial employment bureaux, i.e. placement services of any company, institution, agency or other organisations which charge an entrepreneur or worker a membership fee, periodic fee or any other levy for the above-mentioned services without seeking profit
