Banking Operations of the Central Bank of the Russian Federation
Article 46. The Central Bank of the Russian Federation has the right to conduct the following banking operations and transactions with Russian and foreign credit institutions, as provided by the Government of the Russian Federation in order to achieve the objectives set forth in this Federal Law:
1) provide loans for a period not exceeding one year secured by securities and other assets, unless otherwise provided by the federal law on the federal budget;
1.1) provide unsecured loans for a period not exceeding one year to Russian credit institutions having a rating no lower than the established level. The list of rating agencies whose ratings are used to determine the creditworthiness of loan recipients, the necessary minimum levels of corresponding ratings, additional requirements for loan recipients, as well as the procedure and conditions for providing such loans, are established by the Board of Directors;

2) to buy and sell securities on the open market, as well as to sell securities serving as collateral for Bank of Russia loans;

3) to buy and sell bonds issued by the Bank of Russia and deposit certificates;
4) to buy and sell foreign currency, as well as payment documents and obligations denominated in foreign currency issued by Russian and foreign credit institutions;
5) to buy, store, and sell precious metals and other types of foreign currency assets;
6) to conduct settlement, cash, and deposit operations, and to accept securities and other assets for storage and management;
7) to issue guarantees and bank guarantees;
8) to conduct transactions with financial instruments used for managing financial risks;
9) to open accounts in Russian and foreign credit institutions on the territory of the Russian Federation and territories of foreign states;
10) to issue checks and bills of exchange in any currency;
11) to conduct other banking operations and transactions on its own behalf in accordance with the customs of commercial practice accepted in international banking
