precious metals - gold, silver, platinum and platinum group metals (palladium, iridium, rhodium, ruthenium and osmium). This list of precious metals may be amended only by federal law. Precious metals may exist in any state or form, including native and refined forms, as well as in raw materials, alloys, semi-finished products, industrial products, chemical compounds, jewelry and other items, coins, scrap and waste from production and consumption;
