b) the term "Russia" means the Russian Federation and when used in a geographical sense means the territory of the Russian Federation, as well as its exclusive economic zone and continental shelf defined in accordance with the United Nations Convention on the Law of the Sea (1982); c) the terms "Contracting State" and "other Contracting State" mean Russia or Malta depending on the context;
