Transit movement
b) "Transit movement" means the movement of goods, including cargo baggage, through the territory of any Contracting State between an inland state and the sea in cases where such movement is part of a complete route beginning or ending within the territory of that inland state and including transportation by sea immediately preceding or following such movement. Loading, storage, division of consignments into smaller lots, and changes in the mode of transport of such goods, as well as assembly, disassembly, or re-assembly of machinery and bulky items do not result in the exclusion of the movement of goods from the concept of "transit movement" provided that any such operations are carried out exclusively for the convenience of transportation. Nothing in this paragraph shall be construed as a provision obliging any Contracting State to establish permanent facilities on its territory for such assembly, disassembly or re-assembly, or to permit the establishment of these facilities.
