Терпимость


1.1 Tolerance means respect, acceptance, and correct understanding of the rich diversity of cultures in our world, our forms of self-expression, and ways of manifesting human individuality. It is promoted by knowledge, openness, communication, and freedom of thought, conscience, and beliefs. Tolerance is harmony in diversity. It is not only a moral duty but also a political and legal necessity. Tolerance is a virtue that makes the achievement of peace possible and contributes to replacing the culture of war with the culture of peace.
1.2 Tolerance is not concession, leniency, or indulgence. Tolerance is primarily an active attitude formed on the basis the recognition of universal rights and fundamental freedoms of the person. Under no circumstances may tolerance serve as a justification for attacks on these fundamental values; tolerance must be demonstrated by individuals, groups, and states.
1.3 Tolerance is an obligation to promote the realization of human rights, pluralism (including cultural pluralism), democracy, and the rule of law. Tolerance is a concept implying rejection of dogmatism, of the absolutization of truth, and affirming norms established in international legal instruments in the field of human rights.
1.4 The manifestation of tolerance that is consistent with respect for human rights does not mean

Tolerance towards social injustice, refusal to impose one's own or yield to others' beliefs. This means that everyone is free to hold their own beliefs and recognizes such a right for others. This also means acknowledging that people by nature differ in appearance, status, speech, behavior, and values and have the right to live in peace and preserve their individuality. This also means that the views of one person cannot be imposed on others.
