Legislatively authorized official

Legally authorized officials - employees of internal affairs agencies, customs authorities, quarantine services, judicial enforcement officers, emergency situation personnel and other relevant Russian and Ukrainian officials and officials of third states, whose functions are provided for by legislation, who are issued special permits respectively by the Russian Side and the Ukrainian Side through their authorized bodies, as well as by the government of a third state through procedures adopted in that state, specifying that such officials perform specific functions within the territory and in accordance with the legislation of their own states which may affect joint activities¹.

A lawfully authorized official — employees of internal affairs (police) agencies, customs authorities, quarantine service, emergency response personnel, enforcement officers, and other appropriate Russian and Armenian officials, as well as officials of third states whose functions are provided for by legislation, who are issued special permits respectively by the Russian Side and the Armenian Side through their competent or authorized bodies, as well as by the government of the third state via procedures adopted in that state, specifying that such officials perform specific functions under the laws of their respective countries on the territory, which may affect joint activities².
