31) customs control - a set of measures carried out by customs authorities, including the use of risk management systems, aimed at ensuring compliance with the customs legislation of the Customs Union and the legislation of the member states of the Customs Union;

1. Customs control is carried out by customs authorities in accordance with the customs legislation of the Customs Union and the legislation of the Russian Federation on customs matters.
2. Objects of customs control and places where it is conducted are defined in Article 95 of the Customs Code of the Customs Union.
3. When conducting customs inspections, customs authorities follow the principle of selectivity and are limited to those forms of customs inspection that are sufficient to ensure compliance with the customs legislation of the Customs Union and the Russian Federation's legislation on customs matters. When selecting forms and methods of conducting customs inspections, customs authorities must use customs control technical means, conduct preliminary analysis of information in order to prevent damage to declarants, carriers and other persons during customs inspections, such as storage costs for goods, idling of transport vehicles, or extension of the time for releasing goods, unless this is caused by extraordinary circumstances related to signs of serious violations in the field of customs matters and the necessity of taking exhaustive measures to detect and prevent these violations.
