State registration and maintenance of the cadastre of animal world objects ensure systematization of information on distribution, population numbers, habitat, and usage of animals, which allows monitoring the legality of economic activities and planning measures for protection and reproduction.
Users of animals are required annually to provide information on the actual use of objects of the animal world to authorized bodies.
Federal state supervision includes checks on compliance with legislation, control over the activities of legal entities, individual entrepreneurs, and citizens, as well as organizing events on preventing and eliminating violations.
Supervision is aimed at ensuring effective protection, reproduction, and rational use of wildlife in accordance with federal legislation and international obligations of the Russian Federation.
Thus, the legal regulation of management in the field of wildlife use and conservation combines regulatory codification of usage rules, systematic monitoring, accounting, and strict control, which ensures the sustainable conservation of biological resources and their habitat.

Norm-setting in the field of use and protection of wildlife and its habitat is carried out in accordance with this Federal Law and other federal laws, as well as other laws and normative legal acts of the subjects of the Russian Federation, and consists of the following: establishing norms for removal of wildlife objects; establishing other norms and standards in the field of use and protection of wildlife and its habitat (article 17 of the Federal Law "On Wildlife").
State monitoring of wildlife objects is part of state ecological monitoring (state environmental monitoring) and represents a system of regular observations of wildlife objects, their distribution, population size, physical condition, as well as the structure, quality, and area of their habitat.
State monitoring of wildlife objects is conducted for the purpose of timely identification of the specified parameters, assessing these changes, preventing and eliminating the consequences of adverse processes and phenomena for the preservation of biodiversity, ensuring the sustainable condition of wildlife objects, and their scientifically justified use.
The procedure for conducting state monitoring of wildlife objects is established by the federal executive authority authorized by the Government of the Russian Federation (article 15 of the Federal Law "On Wildlife").
In order to ensure the protection and use of wildlife, the conservation and restoration of its habitat, state register of wildlife objects is carried out and their use, as well as state cadastre of wildlife objects is conducted.
The State Register of Animal World Objects contains a set of data on the geographical distribution of animal world objects, their numbers, as well as characteristics of their habitat, information on their economic use, and other necessary data.
State accounting and forecasting of the status of wildlife are carried out by specially authorized state bodies under the Federal State Supervision and Regulation of the Use of Wildlife Objects and Their Habitat, in accordance with the division of powers provided for by Articles 5 and 6 of the Federal Law "On Wildlife".
"Users of wildlife" are required to conduct an annual inventory of the wildlife objects they use and the volumes of their extraction and submit the obtained "data" to the relevant authorized "state authority" for conservation, federal state supervision, and regulation of the use of wildlife objects and their habitat.
The state registration and state cadastre of animal world objects is carried out in accordance with procedures established by the federal executive authority authorized by the Government of the Russian Federation (Article 14 of the Federal Law "On Animal World").
Under federal state supervision in the field of protection, reproduction, and use of animal world objects and their habitats is understood as the activities of authorized federal executive bodies and executive bodies of the subjects of the Russian Federation exercising transferred powers, aimed at preventing, detecting, and halting violations by state authorities, local self-government bodies, as well as legal entities and their leaders.
