General Provisions
The legal regulation of management in the field of use and protection of wildlife in the Russian Federation is aimed at ensuring the conservation of biological diversity, a sustainable state of animals and their habitat, as well as rational and scientifically justified use.
Management in this area is implemented through a system of standardization, monitoring, accounting, and control.
Standardization encompasses establishing permissible limits for animal extraction, rules for their use, and protection of their habitat, which allows balancing environmental conservation and economic interests.
State Monitoring of Wildlife Objects represents regular observation of the population size, distribution, condition of animals, and quality of their habitat to promptly identify threats and prevent negative processes.
State registration and maintenance of the cadastre of animal world objects ensure systematization of information on distribution, population numbers, habitat, and usage of animals, which allows monitoring the legality of economic activities and planning measures for protection and reproduction.
Users of animals are required annually to provide information on the actual use of objects of the animal world to authorized bodies.
Federal state supervision includes checks on compliance with legislation, control over the activities of legal entities, individual entrepreneurs, and citizens, as well as organizing events on preventing and eliminating violations.
Supervision is aimed at ensuring effective protection, reproduction, and rational use of wildlife in accordance with federal legislation and international obligations of the Russian Federation.
Thus, the legal regulation of management in the field of wildlife use and conservation combines regulatory codification of usage rules, systematic monitoring, accounting, and strict control, which ensures the sustainable conservation of biological resources and their habitat.
