General Provisions

Monitoring of land, land surveying, state cadastral registration of land plots and reserving land for state and municipal needs are key elements of land policy and ensuring the efficient use of land resources. These processes are aimed at organizing the registration of land plots, their rational use, protection from

destruction and pollution, as well as the creation of necessary infrastructure for sustainable development territory

Land Monitoring represents a system of observations, measurements, assessments, and analyses of the condition of land resources, their use, and changes. It is necessary for ensuring effective management of land resources, forecasting changes, and preventing land degradation. Land monitoring enables the collection and analysis of data on the condition of lands, as well as obtaining information about their use, improvement or deterioration of the ecosystem, erosion, pollution, and other factors affecting land resources.

Main tasks of land monitoring:

  • Collection of data on the physical condition of land, their use, protection and improvement.
  • Assessment of the efficiency of land resource utilization.
  • Identification and analysis of negative factors affecting the condition of land, such as erosion, pollution, degradation.
  • Forecasting of changes in the condition of land resources depending on various factors, including

climate change and anthropogenic impacts

  • Providing data for formulating state policy in the field of land resource management.

Land Management — this is a set of measures aimed at organizing and rational use of land plots, as well as creating and changing their territorial development. Land Management includes design, planning, creation of land use schemes and changing their purpose. An important aspect of land management

is the legal formalities for all actions related to changes in land plot rights, their division or merger.

Land Management in Russia is regulated by a number of normative acts, and its objectives include:

  • Development of schemes and plans for the use of land plots in the interests of the state and local communities.
  • Ensuring efficient use of land for environmental protection purposes.
  • Addressing issues related to the organization of rural, urban, and forest territorial planning.
  • Designing and implementing territorial schemes within the framework of state land policy.

State Cadastre Registration of Land Plots is a system for registering land plots, including their legal status, description, location, size, boundaries and other information. Cadastre registration is necessary to ensure transparency of rights to land plots, facilitate land transactions and prevent disputes over property rights.

Tasks of state cadastral registration:

  • Determination and registration of all land plots, their characteristics and legal status.
  • Keeping records of all transactions with land plots, including sale, lease, and other methods of transferring rights.
  • Creation of cadastral maps on which boundaries and ownership of land plots are marked.
  • Combating illegal transactions with land plots and protection of the rights of landowners.

Reserving land for state and municipal needs is the process of removing land plots from general circulation with the aim of using them for the needs of the state or local self-government. Reserving land is necessary for implementing various social and infrastructure projects, such as construction of roads, social infrastructure facilities, as well as for nature conservation and environmental purposes.

Land reservation occurs on the basis of legislation on land management and urban planning. The main objectives of land reservation:

  • Ensuring state needs in land resources for construction and infrastructure development.
  • Protection of natural territories, ecosystems, water bodies, and forest areas.
  • Development of the agricultural sector, including for agricultural use of land.
  • Creation of reserve lands to address ecological issues and emergency situations.

Thus, land monitoring, land planning, cadastral registration, and land reservation are key elements in managing land resources and ensuring the sustainable development of territories. These processes help effectively distribute and utilize land resources, protect the environment, as well as maintain a balance of interests between the state, society, and private individuals in the field of land relations.
