Veterans of Military Service


1. Veterans of hostilities include:

1) military personnel, including those discharged from active service (retired), conscripts called up for military training, enlisted and officer personnel of internal affairs agencies and state security bodies, employees of these agencies, employees of the Ministry of Defense of the USSR and employees of the Ministry of Defense of the Russian Federation, staff members of institutions and bodies of the penal execution system, who were sent to other states by the state authorities of the USSR, state authorities of the Russian Federation and participated in hostilities while performing their duties

who have performed official duties in these states, as well as those who participated in accordance with decisions of the state authorities of the Russian Federation in combat operations on the territory of the Russian Federation;

2) military personnel, including those discharged to reserve (retirement), members of the rank and file and officer ranks of internal affairs agencies and state security agencies, individuals who participated in operations carried out in fulfillment of governmental combat tasks related to demining territories and objects on the territory of the USSR and territories of other states during the period starting from May 10

from 1945 to December 31, 1951, including in mine-sweeping operations from May 10, 1945, to December 31, 1957;

3) military personnel of motor battalions sent to Afghanistan during the period of combat operations there for the purpose of delivering cargo;

4) aviation personnel who carried out flights from the territory of the USSR on combat missions to Afghanistan during the period of combat operations there;

5) individuals (including members of flight crews of civil aircraft performing flights to Afghanistan during the period of combat operations there), servicing units of the Armed Forces of the USSR and the Armed Forces of the Russian Federation;

individuals who were part of the Soviet Union or the Russian Federation on territories of other states during periods when hostilities were being conducted there, who sustained injuries, concussions, or wounds as a result thereof, or who were awarded orders or medals of the USSR or the Russian Federation for participation in ensuring those hostilities;

6) individuals who were dispatched to work in Afghanistan during the period from December 1979 to December 1989, having completed the established term upon dispatch or recalled early for valid reasons
