General Provisions
Environmental Quality Standards (EQS) are a key instrument of legal regulation for ecological safety and preservation of natural resources. They are established to ensure a favorable environment, which guarantees sustainable functioning of ecosystems, preservation of the genetic foundation of plants, animals, and microorganisms, as well as rational use of natural resources under conditions of sustainable development of economic activities.
According to the Federal Law "On Environmental Protection," NKO include indicators of physical, chemical, biological, and other characteristics of the state of the environment. Their observance ensures the minimization of negative impact from economic and other activities on natural objects, supports the sustainability of ecosystems, and contributes to the preservation of natural-anthropogenic objects, including specially protected areas and landscapes.
Environmental quality standards are established in the form of maximum permissible concentrations (MPC) of harmful chemical substances and microorganisms, as well as maximum permissible levels of physical impacts (MPL), including noise, vibration, thermal and ionizing radiation. Examples include permissible concentrations of ammonia, mercury, lead, nitrogen dioxide in atmospheric air of populated areas and normative equivalent noise level at workplaces of various categories of labor intensity.
When establishing norms, account is taken of the natural features of the territory and water area, the purpose of natural objects, their ecological value, the presence of specially protected natural territories and unique landscapes. This approach allows for the creation of a differentiated system of regulation that ensures not only protection of public health but also preservation of natural ecosystems in their entirety.
Despite the existence of legislation, a comprehensive system for regulating environmental quality in Russia has yet to be fully established. In the process of developing standards, sanitary norms oriented towards epidemiological indicators are frequently used, which limits the effectiveness of ecological protection. In this context, further integration of ecological and sanitary approaches, as well as the development of modern permissible concentrations (PC) and permissible discharge levels (PDL), taking into account the comprehensive impact of economic activities on the natural environment, remains relevant.
