The legal regulation of management in the field of forest use and protection in the Russian Federation represents a set of measures aimed at rational use, conservation, reproduction, and protection of forest resources. The main functions of management in this area include forestry planning, planning of forest use, maintaining the state forest register and cadastral registration of forest plots, as well as

implementation of control and oversight over the use and conservation of forests.

Forest Management includes designing forest districts, forest parks, operational, protective and reserve forests, defining boundaries of forest plots and conducting inventory, as well as developing measures for protection and reproduction of forests. These measures create a basis for rational and systematic use of forest resources, taking into account ecological and economic needs.

Planning in the field of use, protection, safeguarding, and reproduction of forests ensures sustainable territorial development and rational utilization of the forest fund. Forest planning is implemented through forest plans of the subjects of the Russian Federation, which serve as the basis for organizing forest use and implementing measures for the protection of forests.

The State Forest Register and cadastral registration of forest plots contain systematic information on the composition of the forest fund, its qualitative and quantitative characteristics, use and protection of forests, forest districts, forest parks, and special protected areas. Supervision and oversight of forest use are carried out at the federal, regional, and municipal levels. Federal forest supervision is aimed at preventing, detecting, and halting violations of forestry legislation, protecting and forest reproduction, conducting inspections and supervisory activities.

Special attention is paid to oversight in the field of forest plant seed production and forest fire safety. Municipal forest oversight is carried out by local government bodies with regard to forests owned by municipal entities.

Thus, the legal regulation of management in the field of forest use and protection ensures a comprehensive approach to preserving the forest fund, rational use of resources, compliance with environmental standards, and prevention of damage to the forest environment, creating a legal basis for the sustainable development of forestry.

Forestry Planning

Forest management includes: 1) designing forest districts and forest parks; 2) designing operational forests, protective forests, reserve forests, as well as specially protected forest areas; 3) designing forest plots; 4) fixing on-site the location of boundaries of forest districts, forest parks, operational forests, protective forests, reserve forests, specially protected forest areas, and forest plots; 5) inventorying forests; 6) planning activities for protection, conservation, and regeneration of forests (article 86 of the Forest Code of the Russian Federation).

Planning in the field of forest use, protection, conservation, and regeneration

Planning in the field of use, protection, preservation, and reproduction of forests (forest planning) is aimed at ensuring the sustainable development of territories. Forest planning is the basis for the utilization of forests located within the boundaries of forest districts and forest parks. The document of forest planning is the forest plan of a subject of the Russian Federation (Article 85

Licensing Authority of the Russian Federation).

State Forest Register and state cadastral registration of forest plots

The State Forest Register is a systematic compilation of documented information about forests, their use, protection, preservation, reproduction, forest districts, and forest parks. The State Forest Register contains documented information: 1) on the composition of land within the forest fund, the composition of lands of other categories where forests are located; 2) on forest districts, forest parks, their forest compartments and forest inventory compartments; 3) on protective forests, their categories, on

operational forests, reserve forests; 4) on special protection forest areas, on zones with special land use conditions; 5) on forest plots; 6) on quantitative, qualitative, and economic characteristics of forests and forest resources; 7) on the use, protection, reproduction of forests, including forest seed production; 8) on the provision of forests to citizens and legal entities (article 91 of the Forest Code of the Russian Federation). State cadastral registration of forest plots is carried out in accordance with the Federal Law "On the State Cadastre of Real Estate" (Article 92 of the Forest Code of the Russian Federation).

Forest Monitoring and Supervision

Federal State Forest Supervision (Forest Protection)

Under federal state forest supervision (forest protection) is understood to be the activities of authorized federal executive bodies, executive authorities of the subjects of the Russian Federation aimed at preventing, detecting, and ceasing violations by state authorities, local self-government bodies, legal entities, their managers and other officials, individual entrepreneurs, their authorized representatives, and citizens of requirements established in accordance with international agreements

of the Russian Federation, the Forest Code of the Russian Federation, other federal laws, and other normative legal acts of the Russian Federation adopted in accordance therewith, as well as laws and other normative legal acts of the subjects of the Russian Federation in the field of forest use, protection, safeguarding, and reproduction, through the organization and conduct of inspections of these entities, conducting control activities in forests, taking measures provided for by the legislation of the Russian Federation to prevent and/or eliminate the consequences of identified violations, and activity of these

authorized state authorities for systematic monitoring of compliance with forestry legislation, analysis and forecasting of the status of compliance with forestry legislation in the course of activities carried out by state authorities, local self-government bodies, legal entities, individual entrepreneurs, and citizens (Article 96 of the Russian Forestry Code (RF FC)).

State supervision in seed production regarding forest plant seeds

In accordance with Article 96.1 of the RF Forestry Code (LKF), state supervision in seed production regarding forest plant seeds is carried out by state authorities when they perform federal state forestry supervision (forest protection) within the scope of their powers determined in accordance with Articles 81-83 of the RF Forestry Code (LKF).

Federal State Fire Supervision in Forests

Federal state fire supervision in forests is carried out by authorized federal executive bodies and executive authorities of the subjects of the Russian Federation within the delegated powers of the Russian Federation to perform federal state fire supervision in forests according to their competence in accordance with this Code and the legislation of the Russian Federation on fire safety when they carry out federal state forest supervision (forest protection) in accordance with the procedures established by the Government.

Municipal Forest Oversight
